Statement of Policy

The Endel Aruja Archives and Library of the Tartu Institute

The material holdings and equipment of the Library and Archives are the property of the Tartu Institute and, therefore, of Tartu College. The Board of Directors of the Institute sets the policy, procedures and the budget of the Library and Archives. It also appoints the Manager of the Library and Archives, to whom it can delegate such responsibilities, as it deems necessary from time to time.

1. The Archives.

A. The function of the Archives is to collect and preserve appropriately archival material from individuals, organisations and other entities, such as companies, that illustrates the life and activities of Estonians in Canada.

B. Material acquired or permanently donated shall become the property of the Tartu Institute and, therefore, of Tartu College, but may be deaccessioned by the Manager with the approval of the Board of Directors of the Institute. Material may also be deposited in the Archives for safekeeping.

C. The Archives retains the right to reproduce materials by mechanical, electronic or photographic means for security, conservation or research purposes.

D. The Archives will accept archival material in any medium, including textual records, photographs and other visual records and sound recordings.

E. Material in the Archives may be used and copied for organisations or individuals as set out in the Rules of Use of the Archives and with the approval of the Manager. Original material may not be lent to other archives, institutions or individuals.

2. The Library.

A. The function of the Library is to collect, catalogue and preserve books, magazines, occasional publications and other printed and otherwise reproduced material dealing with Estonia and the Estonians, their history, society and lives. Special emphasis is placed on:

- literature in Estonian published outside Estonia;
- translations of the above in other languages;
- scholarly and scientific publications in all languages dealing with Estonia and all aspects of Estonian life, society and history.

B. Material acquired or permanently donated shall become the permanent property of Tartu Institute and therefore of Tartu College. Material may be disposed of following the policies for deaccesioning set out by Board of Directors of Tartu Institute.

C. The Library retains the right to reproduce materials by mechanical, electronic or photographic means for security, conservation or research purposes within the applicable copyright laws.

D. Material in the Library may be used and copied, within the applicable copyright laws, on site by organisations or individuals as set out in the Rules of Use of the Library and with the approval of the Manager. Material may be lent to individuals, other libraries or institutions under conditions specified in the Rules of Use.
